Shaun Allen

Legacy Construction was founded by Craig and Shaun Allen with family at the heart of the company’s vision. The name “Legacy” was chosen to reflect their desire to build something lasting—one rooted in strong values, meaningful relationships, and a commitment to excellence. As the company has grown, so has the Legacy family. Shaun’s hope was that the principles he lived by—integrity, hard work, and dedication to others—would continue to guide the organization and help Legacy Construction remain a respected leader in the commercial framing industry for generations to come. With those values in mind, we are honored to serve our customers and carry forward Shaun’s legacy every day.

Will Parr-Owner

Will has been a respected leader in the Texas framing industry since beginning his career in the early 1990s. He started as a single-family framer in Frisco, Texas, and quickly transitioned into multifamily construction as market expansion drove significant residential growth across North Texas. Over the course of his career, Will has worked in markets throughout the United States and has overseen the framing of thousands of multifamily units. His extensive field experience, deep industry knowledge, and hands-on leadership have made him a trusted and well-established presence in the multifamily framing sector. Outside of work, Will enjoys spending time on the lake with his wife, Natalie, and their kids. He enjoys live music and values building relationships that will last a lifetime.

Rick Sommers-COO

Rick Sommers is an accomplished construction executive, project manager, and former U.S. Army officer with more than two decades of experience managing large-scale residential, multifamily, and mixed-use developments across Texas and national markets. Known for his strategic leadership, operational discipline, technical expertise, and ability to deliver complex projects ahead of schedule and under budget, Rick has built a reputation as a results-driven leader with strong team development and relationship management skills.

As Chief Operations Officer, Rick brings experience constructing 19 multifamily projects totaling more than 5,700 apartment units across Texas and surrounding states. His expertise spans the full project lifecycle, including preconstruction planning, budgeting, scheduling, procurement, construction execution, operational standardization, risk management, and asset positioning. Before joining Legacy Construction, Rick served as Senior Project Manager for Trinsic Residential Builders in Dallas, where he was personally recruited by the Vice President of Construction to support rapid growth and national market expansion. He oversaw multifamily developments in Dallas and Austin, managed the full development lifecycle, and led companywide initiatives involving software integration, insurance compliance, Procore implementation, training, and construction management standardization. Rick became the firm’s leading Procore expert, trained construction personnel nationwide, helped recruit and develop construction teams, and served as the company’s designated HUD project specialist, leading two of its most successful HUD developments.

Prior to Trinsic, Rick served as Senior Project Manager for T.X. Morrow Construction, where he helped establish and expand the Dallas office. He managed several large multifamily projects, including the company’s first wrap-style developments with six-story precast parking structures, contributed to one of the company’s most successful projects in more than eight years, and helped grow the Dallas office from 15 to more than 50 employees in just over a year.

Rick also served as Project Manager for StreetLights Residential, where he managed a $48 million, 392-unit luxury multifamily and retail project in Fort Worth. He oversaw budget orchestration, contract buyout, accelerated scheduling, and consultant coordination, earning ownership’s confidence and later supporting an additional two-phase expansion totaling nearly 600 units. Earlier in his career, Rick advanced quickly at CF Jordan Construction, moving from Project Engineer to Assistant Project Manager within his first year. He managed HUD financial audits exceeding $26 million, coordinated simultaneous multifamily buyouts totaling $47 million, and helped establish companywide standards for project organization and documentation. He also held leadership roles with Ryland Homes, managing residential construction across eight Dallas-area communities, closing more than 420 homes, maintaining efficient construction cycle times, and generating profitability through process standardization and contractor negotiations.

In addition to his construction career, Rick served as a Captain and Battalion Logistics Officer in the U.S. Army, managing supply chain and logistics for an armored combat battalion of 425 personnel and overseeing a $42 million operational budget. He coordinated 31 contractor relationships responsible for rebuilding and repairing more than 400 pieces of military equipment and was promoted into senior leadership ahead of many peers. His service earned him distinguished recognition, including the Bronze Star and Outstanding Leadership Award. Throughout his career, Rick has been recognized for integrity, client-focused leadership, accountability, collaboration, ethical business practices, and a commitment to operational excellence. His combination of military discipline, construction expertise, and team-centered leadership continues to distinguish him as a respected executive in the multifamily and residential development industry.

James Seals-CFO

James serves as Chief Financial Officer of Legacy Construction and brings nearly two decades of construction accounting and financial leadership experience. His background spans both specialty trades and general contractor platforms, giving him a well-rounded understanding of the financial and operational drivers behind successful projects. At Legacy Construction, James leads the company’s financial strategy, focusing on job cost analysis, cash flow management, risk mitigation, identifying opportunities for improvement and expansion, and establishing the scalable systems needed to support continued growth. He works closely with ownership and operations to provide actionable financial insight that supports competitive estimating and informed decision-making across the organization. Outside of work, James enjoys spending time with his wife and children, attending concerts and ball games (Go Rangers!), playing board and video games as a family, and attending his kids’ band and theater events.

Justin Pittcock

Justin began his construction career as a teenager performing general labor and has spent the last 17 years building a strong foundation in the wood framing industry from the ground up. Since joining Legacy Construction in 2014 shortly after the company was formed, he has played an integral role in the company’s growth and operational success. Today, Justin serves as Vice President of Construction, overseeing all field operations and helping lead projects from pre-construction planning through final execution. As the face of Legacy’s field-based construction operations, he works to ensure every scope of work is executed with the level of quality, performance, and professionalism clients have come to expect. Known for his leadership, communication, and problem-solving abilities, Justin has built a strong reputation for streamlining operations, maximizing productivity, and developing strong teams in the field. That experience also allows him to proactively identify and resolve potential issues before they impact schedule, budget, or quality. Justin is passionate about the continuous development of field personnel and the creation of best practices for safety and project execution. He believes effective leadership is rooted in integrity, accountability, servant leadership, and strong relationships — both within the company and with clients and trade partners alike. After nearly two decades in the industry, he has learned that preparation, communication, and teamwork are the keys to successful projects. Outside of work, Justin’s faith and family are the foundation of his life. He enjoys spending time with his family and remains actively involved in his church community through Bible studies and small groups focused on growing in faith and doing life together. In his free time, he enjoys golfing, gardening, and strength training, all of which continue to teach him patience, consistency, and humility.

Marie Conger

With more than 20 years of experience in the construction industry, Marie has built a career rooted in project coordination, operational leadership, and client-focused account management. She began her career in commercial construction working with Clark Construction in Houston, assisting with airport terminal projects before moving to Dallas contributing to major infrastructure initiatives with Austin Commercial on Dallas highway and bridge projects. Over the years, Marie has developed extensive knowledge across multiple facets of construction operations, combining field understanding with financial and project management expertise. For the past 10 years, she has been a key leader at Legacy Construction, overseeing project account management, billing coordination, client relations, and operational support to help ensure projects are executed efficiently and successfully from start to finish. Known for her dedication, industry knowledge, and ability to manage complex project details, Marie brings a solutions-driven approach and a strong commitment to building lasting professional relationships. Her hobbies include cooking, fishing, traveling and spending time with her grandchildren.

Avery Gibbs

Avery recently made the move from the medical device industry into construction, bringing a relationship-focused approach and strategic perspective to the team. As Director of Business Development at Legacy Construction, she supports the company’s growth by building client relationships, identifying new opportunities, and helping strengthen Legacy’s presence in the multifamily and commercial wood framing market. She enjoys connecting with people, learning about their goals, and helping position Legacy Construction as a dependable framing partner known for reliability, quality, and consistent execution. Outside of work, Avery enjoys the Katy Trail, cheering on the Dallas Stars, spending time outdoors with her French Bulldog, Saint, traveling home to be with her family on the ranch, and trying the hottest new eats and drinks in Dallas. With her grandfather having worked as a framer and much of her family involved in the construction industry, she grew up around the business—making her move into construction feel like a natural fit.

Jacob Rackley- Senior Superintendent

Jacob Rackley serves as Senior Superintendent for Legacy Construction, overseeing large-scale multifamily projects across the Dallas–Fort Worth area. His experience includes managing daily field operations, coordinating with architects, engineers, vendors, framing teams, and helping to keep complex projects on schedule across multiple job sites. Known for his hands-on leadership style and strong field knowledge, Jacob focuses on production, quality control, and problem-solving in fast-paced construction environments. He works closely with project teams to coordinate solutions efficiently while maintaining high standards throughout every phase of construction. Outside of work, Jacob enjoys strength training, running, outdoor activities, and traveling throughout Texas. He values hard work, discipline, and building strong relationships both on and off the jobsite.

Uriel Garcia

Uriel Garcia serves as a Framing Superintendent at Legacy Construction, overseeing residential construction projects from layout through exterior siding. He coordinates crews, manages schedules, ensures quality workmanship, and maintains job site safety while keeping projects on track and within deadlines. His role requires strong leadership, communication, and problem-solving skills to ensure every phase of framing is completed efficiently and built to plan. Outside of work, Uriel enjoys mixing things up in his free time. Some weekends he enjoys going out for dinner and drinks, other times taking short trips, and sometimes simply relaxing at home with his wife and daughter.
